Thanks to Katrina, we received many of the New Orleans gangs, and thus inherited the violence they entail. It's likely the shooting was gang-related (as much of the violence here lately seems to be), and I still wouldn't be caught in that part of the city. When I was younger, I used to show up at street races. There are huge warehouses with long, wide and straight roads behind them that people would race on. It was stupid then, but the crowd average IQ started to diminish drastically. A few times, girls got shot (whoTF brings a gun to a race?), and plenty of other times drunken stupor brought on unreasonable death (like when a drunk guy tried to flee the cops before his gf could get in the car; she hung onto the door handle for dear life until he took a sharp turn at 60+mph and rolled his SUV with her still attached to the side). There isn't a single reason why attending these races is a good idea, especially when there are a handful of perfectly good drag strips within a reasonable driving distance. But, there in the vids you see Darwinism rearing its ugly head.
